Friendly Societies Officer I

KIND OF WORK:

Entrance level work of a technical nature ensuring adherence to the Friendly Societies Ordinance (s).

DISTINGUISHING FEATURES OF WORK:

An employee in this class makes inspectional visits to Friendly Societies to examine records and advise on activities in order to ensure adherence to the Friendly Societies Ordinance (s). Duties include investigating complaints made by members of Friendly Societies, inspecting Accounting records and assisting Societies in implementing or maintaining a proper system of accounting. Assignments are received from a superior officer and work is performed within the framework of established policies and procedures. Work is reviewed for compliance with policies or procedures and legislation.

EXAMPLES OF WORK:

  • Makes visits of inspection to registered rural offices of Friendly Societies to investigate complaints made by members to the Registrar of Friendly Societies.
  • Assists Secretaries of Friendly Societies in implementing and/or maintaining a proper system of accounting.
  • Checks statutory books and records of Societies to ensure that they are being maintained in accordance with the requirements of the Friendly Societies Ordinance.
  • Attends committee meetings of Friendly Societies to review matters with officers and checks cash in hand of Treasurer to ensure conformity to the Ordinance.
  • Supervises the nomination and election of officers of Societies and attends to Court matters as required.
  • Prepares reports on fields visits and investigations carried out.
  • Interviews public in respect of complaints and advice sought, record complaints requiring investigation and makes necessary recommendations.
  • Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILIITIES:

  • Knowledge of the principles and techniques of book-keeping.
  • Some knowledge of the basic accounting or auditing principles, procedures and techniques.
  • Ability to maintain and review simple accounting and related book-keeping records and to prepare reports and statements from such records.
  • Ability to advise on the problems, practices and procedures involved in the proper keeping of accounts.
  • Ability to make simple arithmetical calculations quickly and accurately.
  • Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING

Experience in work of an accounting nature and training as evidenced by the General Certificate of Education, Ordinary Level, including passes in English Language and Mathematics, supplemented by the successful completion of a course in elementary book-keeping and accounts, or any equivalent combination of experience and training.
