Valsayn, November 4, 2024 – The Ministry of Youth Development and National Service has collaborated with Cipriani College of Labour and Cooperative Studies (CCLCS) to establish the Trinidad and Tobago National Youth Employment Policy (TT-NYEP), which was launched on Monday 4th November 2024 at the College campus in Valsayn.
The launch aimed to start the processes of creating the NYP by framing its intent in the context of sustainable development goals, the National Development Strategy and the Youth Development Strategy. The approach is a whole-government approach with other partnering stakeholders including the American Chamber of Industry and Commerce of Trinidad and Tobago; the Ministry of Education, the Ministry of National Security; the Ministry of Labour; the Ministry of Public Administration and CARICOM Regional Youth Council.
Mr. Narine Charran, Permanent Secretary (Ag) in the Ministry of Youth Development and National Service delivered keynotes, in his address shared that, “The youth unemployment rate for Latin America and the Caribbean has been declining after peaking at 21.2 per cent in 2020, but remains high at 15.1 per cent in 2022 and 13.6 per cent in 2023.” Mr. Narine added, “It must be noted that although youth unemployment in 2023 is twice that of the national unemployment rate of 4.2 per cent, the rate is still too high.”
Dr. André Vincent Henry, Director of Cipriani College of Labour Cooperative Studies, outlined the approach to the policy design will be, “Created with young people in mind, based on stakeholder engagement, dialogue and with rigorous evidence and analysis.” The stakeholders also discussed Mapping the Ecosystem of Youth Employment Effectiveness; the draft methodology for Developing the TT-NYEP and engaged in group work for themed suggestions for the TT-NYEP.
The Ministry of Youth Development and National Service remains committed to bringing all stakeholders together to promote youth development and encourages civic-minded citizens to contribute to National Service across Trinidad and Tobago.
